According to Consularia Constantinopolitana, the Baths of Carosia were dedicated by the prefect Vindalonius Magnus.
According to PLRE I, p. 536, Magnus was city prefect in 375-375, as opposed to the Consularia Constantinopolitana that claims he dedicated the Baths of Carosia when Modestus and Arintheus were consuls (372, see PLRE I, Fasti, p. 1045). If Magnus' prefecture lasted from 375-376, he could not have dedicated the baths in 378. In this case, the Chronicon Paschale seems to offer more accurate information: it states that not the baths, but the gymnasium was dedicated in 375.
