From the reign of Manuel I (r. 1143-1180) onwards, emperors decided to stop renovating the Valens Waterway, since the 'arches' that carried water into the city had collapsed. Manuel focused on clearing the surviving channels instead, and diverting the water to a new underground cistern near 'Petra'. Petra's exact location is unknown.
