The fountain is made of marble. The corners of its round, oyster-shaped arch are decorated with delicate plant motifs, and on either side, various flowers are arranged in vases from top to bottom. Above the arch is a large inscription stone, and on top of that, fruits are arranged on a plate. The fountain originally had a wooden roof, but in recent times it has been covered with a low concrete dome and a concrete eave that is not very wide.

English translation (DeepL):
The Sultan of religion and state, the ruler of the realm
Mahmud, son of Sultan Mustafa Mahmûd-hâl
The jewel of her being, the Valide Sultan
Her remembrance is the spring of divine grace
In the town of Tophane, Sultan Abdülkadir
Made a flowing fountain of pure water in his dervish lodge
He bestowed his favour upon Topçubaşı, the servant İsmail Ağa
And made him a partner in this new work, without hesitation
May God accept this generous charity from all
With the water of paradise, God, the Glorious, will give the reward.
Hafız Mürg became the chronicler of history,
The Topçubaşı fountain – having performed its duty.
The Valide Sultan poured the water of paradise into the fountain.
Ketebehu Hoca-zâde, the year.
