Justin II's notary was promoted by empress Sophia, who promoted him to caesar on 7 December 574. After becoming augustus in 578, he showed great generosity in the forms of taxation, building projects. He also had to cope with wars against the Avars and Persians during his reign. Even though generous and popular, Tiberius lacked a policy for the empire. He was succeeded by his general Maurice.
